The landlord or manager wants to know what kind of cars they should expect to see on a regular basis if, indeed, you’re bringing one with you.
As mentioned above, these are not references. These are places and people that you have rented from before, if any. Hopefully, if you did rent somewhere, you left the place in good condition, paid your rent on time, didn't make a lot of noise, etc. If you can get a landlord or someone you've rented from to prove that you're a good tenant, you'll stand a better chance of getting the apartment you're applying for.
